Starting from July 1, 2025, the implementation of a two-tier local government system across the country, along with the official merger of Ho Chi Minh City with two key provinces: Binh Duong and Ba Ria - Vung Tau, marks a strategic milestone in administrative reform and regional economic development. Among the most benefited sectors from this transformation is transportation and logistics. 

After the merger, Ho Chi Minh City’s natural area will expand to 6,772.59 km², forming the largest interconnected development zone in Southern Vietnam, linking:

  • The economic center (Ho Chi Minh City)
  • The industrial hub (Binh Duong)
  • The seaport gateway (Ba Ria - Vung Tau)

This unification brings several key advantages:

  • Expanded development space with synchronized infrastructure
  • Restructuring of shorter transport routes, reducing transit time and logistics costs, thereby enhancing regional competitiveness
  • Policy and administrative harmonization, including customs, transport permits, and warehouse management

Additionally, HCMC’s expanded direct connection to vital logistics nodes - such as the Cai Mep - Thi Vai deep-sea port in Ba Ria - Vung Tau and major industrial parks in Binh Duong - will significantly strengthen cargo handling and transport capacity.

As transport infrastructure is upgraded in alignment with the new regional plan, logistics costs are expected to drop substantially, giving Vietnam a chance to narrow the gap with other Southeast Asian countries.
